    Overview

    During the COVID-19 pandemic, women in Canada have been disproportionately impacted by the higher risk of job loss, increased domestic violence, and other forms of insecurity. This case studies how YWCA responded to the pandemic’s impact on vulnerable communities and on its own resources by streamlining governance, ensuring safety, repairing capacity, and staying connected with its stakeholders.

    Introduction:

    “My sense of isolation is not there anymore. I know I am not alone,” says Tiffany Baker, a woman residing in YWCA Hamilton’s transitional living house in the midst of the COVID-19 quarantine.

    Like thousands of other women, girls, and gender-diverse people, Tiffany would have few opportunities to stay safe from the risks of disease and, most importantly, away from troubling living situations if YWCA discontinued operations of their pan-Canadian housing network. During the 2020 pandemic, women in Canada have been disproportionately impacted by the higher risk of job loss, increased domestic violence, and other forms of insecurity. Helping over 330,000 people with its network of affordable housing units, shelters, child care, employment and training programs, and a range of other services driven by local communities’ needs, YWCA stands out as a critical frontline service provider working towards advancing gender equity.

    In 2020, a year which was meant to be marked with the commemoration of YWCA Canada’s 150th anniversary, the organization’s work has instead been affected by a disruption that experts have called a “she-cession.” While demand from impacted women grew, YWCA has experienced increased financial instability as a result of the cancelation of its various fundraisers and closures of its social enterprises. This growing gap between demand and capacity has pushed YWCA’s management to seek ways to diligently serve its vulnerable communities with fewer resources while maintaining organizational sustainability over the long-term.

    The Institute for Gender and the Economyv(GATE) and the YWCA Canada have partnered to develop Together, we co-hosted a Feminist Economic Recovery Plan for Canada: Making the Economy Work for Everyone (click here to view the report) This plan maps a new path forward for Canada’s economy – one that focuses on changing structures and removing barriers that have made some groups more vulnerable to the pandemic and its fallout than others.

    The underlying principle of the report is that we won’t get recovery unless we focus on equity. In our launch event for the plan, Sarah Kaplan (she/her), Distinguished Professor and Director, Institute for Gender and the Economy at the University of Toronto Rotman School of Management, introduced the 8 pillars for recovery outlined in the report, which include supporting the care economy, investing in social infrastructure and supporting women-owned businesses.

    Maya Roy, CEO of YWCA Canada, moderated the event featuring a lineup of experts. Roy asked panelists, Margo Greenwood, Academic Leader, National Collaborating Centre for Aboriginal Health and Adjunct Professor, University of Northern British Columbia, Fae Johnstone; Principal Consultant at Wisdom2Action; Gladys Okine Ahovi, Executive Lead, Canadian Council for Youth Prosperity; and Armine Yalnizyan, Economist and Atkinson Fellow on the Future of Workers, what policy interventions should be prioritized in the COVID response in order to build back better.

    Panelists emphasized creating policies that acknowledge and respond to systemic discrimination, uplift marginalized groups and address deeply rooted inequalities that existed in our country prior to COVID-19. They spoke passionately about the need for more inclusive growth and how this can only be done through a collective approach.

    In Canada, the COVID-19 pandemic has had significant impacts on women, Two-Spirit and gender diverse people, particularly those who are low-income, people with disabilities, are members of the LGBTQ+ communities, belong to Indigenous, Black, or racialized communities or are newcomers, refugees, immigrants and migrants. More than half of COVID-19 cases and deaths in Canada have been experienced by women, yet at the same time women have faced disproportionate job loss, an increase in domestic violence due to lockdowns, and an intensification in unpaid work.

    Lauren Duca has focused her career on empowering young people, especially women and girls, and insisting on their right and duty to participate in the political conversation. GATE Faculty Research Fellow, Sonia Kang, introduced Lauren with a quote from Duca’s book, “How to Start a Revolution”.
    It is only through conversation that we form the political opinions that inform the actions of practical citizenship and through conversation that we do the daily work of democracy.
    Duca began the conversation by discussing how Trump’s 2016 election brought about the realization for her that advocacy is what citizenship should look like. She was able to use her social research and reporting skills to translate what was going on politically to a younger audience.
    What are concrete ways that our systems can work towards letting more people in?

    Duca stressed that the system currently lacks an effective approach to inviting people in to participate. Many opt out of the conversation because there is a lack of genuine interest in their voice. She continued to discuss the importance of acknowledging how people are blatantly disinvited and stressed the need to work towards creating real access to voting.

    What does a routine of citizenship look like?

    According to Duca, having difficult conversations and actively listening can create a foundation for advocacy. In addition to that, we need to create question who the rule makers are and what are the structures of powers that have influenced our beliefs.

    How do you truly feel about things? Where do you need to do more research? It is a constant act of critical thinking.

    Cities thrive when led by the diverse insights of their communities, yet the building and infrastructure sector is a notoriously white and male-dominated field. Together developers, planners, policymakers, professional services consultants, and civic organizations shape the fabric of cities, but they often dismiss the important conversations on gender, race, and other identities. When examining the diversity gap in the city building industry the World Economic Forum reported the following:

    • With only 16% of the infrastructure and city building sector composed of women, it ranks below healthcare, education, and finance sectors
    • The wage gap is larger than other comparable sectors

    Wanting to further explore questions of gender and diversity in the city building industry, GATE along with the University of Toronto School of Cities, co-hosted the second event in the popular Feminist City series. Urban leaders from the public, private and non-profit sectors were invited to partake in a panel conversation. The discussion touched upon the need to close the diversity gap.

    Also discussed, was the significant role that mentorship and sponsorship play in bringing women into the industry and opening leadership opportunities.

    This discussion featured Taya Cook, Development Director, Urban Capital Property Group; Shirley Hoy, Senior Advisor, StrategyCorp; former City Manager for the City of Toronto; Abigail Moriah, Co-Founder, The Mentoring Initiative for Indigenous and Planners of Colour | The Black Planning Project; and was moderated by Matti Siemiatycki, Director and Professor, School of Cities, University of Toronto; with opening remarks by Sarah Kaplan, Director and Professor – Institute for Gender and the Economy, Rotman School of Management.
